"The main goal of this proposal is the introduction of a mandatory competitive tendering procedure of Public Service Contracts (PSCs) as a general rule across the EU. Member States could continue to award contracts directly until 2019, taking into account that none of those contracts should extend beyond 2022. In this way, the quality of services, efficiency and attractiveness of the railway sector should be fostered. I voted in favour of the report. It has taken into account the need for a clarification and great reduction of direct award provisions in favour of competitive tendering while imposing an independent validation in case of direct award, and also a shorter transitional period, which now also includes a ‘progress review clause.’"@en1
