"Mr President, I want to congratulate my colleague Mr Langen on his report. I think it is an important marker to the Commission to bring forward new proposals and I also think it is important that we have a VAT collection system that is fit for purpose. This is supposed to be a single market: why these distortions can be allowed to occur is a fundamental issue. Also, in the digital world, we know it is difficult to make sure we can track down these payments. So we need a system that is fit for purpose.
We also need a collection system that actually brings in the money. There is very little point in having VAT rates unless we have a technologically sound collection system that can bring the money in, to close the deficits in all our Member States.
Lastly, it is important that the reverse charging mechanism is included in the report. This does point to new ways of doing business. If we can learn from that as a pilot project, we should do so, because ultimately this is about closing the gap – making sure that the EUR 50 billion that is out there, cross-border, is brought home to Member States so that we can close deficits."@en1
