"Mr President, as with corporation tax avoidance, the biggest culprits in VAT fraud are multinationals. Overseas sellers use big names like Amazon to sell VAT-free products in the EU, and multinationals turn a blind eye.
This is the cause of the biggest share of the EU’s VAT gap. These companies must take some responsibility for combating such fraud, which drives local businesses to the wall and deprives the public purse of millions in revenue.
We need to ensure that decisions about VAT rates and exemptions are in the hands of local, accountable governments. The Irish Government, for example, claims that the EU rules do not allow a lower rate on life-saving defibrillators. VAT, like all indirect taxes, has a regressive effect on distribution, and the poor lose the largest portion of their income. We should ensure that our VAT systems include both luxury rates and reduced rates on essential items."@en1
