"UKIP voted in favour of this decision and non—binding resolution to refuse the granting of discharge to the Council. Discharge is a procedure whereby the EU Parliament looks at the internal budgets of each EU agency and institution and gives an opinion on its implementation. There is a decision regarding discharge (non-binding opinion) and a decision on closing the accounts for the relevant body. According to the Lisbon Treaty, the European Parliament is only supposed to grant discharge to the Commission, however it has taken upon itself (and created a whole procedure) to grant discharge to every EU agency and institution. The Council always refuses to cooperate because of this legal point and have been refused discharge by the Parliament for the last few years. The refusal of discharge in this case does not include a decision on the closure of accounts, which should be decided at a later date. The motion for a resolution criticises the Council and calls for more transparency. UKIP’s general position on discharge votes is to refuse the granting of discharge, in order to register our opposition to EU bodies and the EU spending British taxpayer’s money."@en1
