"Madam President, we need to see maximum tax powers remain with national governments to ensure that they are held accountable for their decisions by their electorates. We also need to see effective international action against tax avoidance, one of the great global injustices of our time. But Commissioner, your proposal falls short. This proposal may, in fact, actually intensify the race to the bottom on corporate tax in the EU; it will not end international transfer pricing or the shifting of profits offshore.
Governments or the Commission saying that they are tackling tax avoidance is not the same thing as actually doing it. For example, many people believe that the infamous double Irish scam used by Google and Facebook and Microsoft is to be phased out by 2020, but reports of its death have been greatly exaggerated. Despite the spin, it is still in place for companies who set up a subsidiary in certain countries that Ireland has a tax treaty with, such as Malta, as these treaties override domestic law. This notorious tax loophole and all such vehicles need to end immediately as a first step to delivering tax justice."@en1
