"Madam President, Apple did and does pay its tax in Ireland on the basis of the corporate tax rate and its activities in Ireland. That has not, I think, been very clear in this debate and some people do not seem to understand it. But what is clear is that Ireland did not collect tax on Apple’s activities in other countries, on the sales of Apple products, or on value that may have been added through marketing or innovation. That was to be collected in other jurisdictions, so it should be obvious. That is why the Irish Government is appealing this decision and why the Irish Parliament has agreed with the Government’s decision. We need certainty and clarity, and I think that the right way to decide on this is in the European courts.
I guess that there are opportunities, and there will be opportunities, to deal with corporations on an international scale. The OECD BEPs programme is the only way for us to do that, with countries sharing information on activities in their own jurisdictions. I think that the Irish Government has committed to working in that area and it is what we should all be focusing on, both here in the EU and in the US, and indeed internationally."@en1
