"Mr President, my group welcomes this report on energy labelling. The current system confuses consumers and I am pleased that the A+, A++ and A+++ categories are being scrapped and we are reverting back to the A to G scale. We are also pleased to see a five-year timescale to achieve this transition. This is a reasonable period for both producers and consumers.
We do have some reservations about the creation of a product database. We are, though, satisfied that the proposed tax clarifies the requirements on producers which were lacking in the Commission proposal. This database has the potential to be a useful market surveillance tool, but we do not want it to become too great a burden on industry. We are also satisfied that this report requires the Commission to consider a ten-year timescale when deciding on future energy labels. Rescaling labels will impose a cost on industry and it is right that both producers and consumers are provided with certainty over this time period.
Overall, we believe this legislation will benefit consumers without increasing costs. We believe the existing directive is working well and would caution against some of the amendments made by other groups that would add much unnecessary prescription without benefiting consumers. This would threaten smaller companies and stifle innovation. Overall this is a good report and my group will vote in favour on Wednesday."@en1
