lpv:spoken text	"Whilst this report contained some positive provisions specifically in relation to human rights, the environment, refugees, tax avoidance and the rights of individual countries to determine their own development policies, it also contained some very regressive provisions regarding the proposed Common Security and Defence Policy. There was an entire section on security and development within the report which promotes the importance of the ‘security-development nexus’ and EU external action in defence and security. It calls for reinforcing links between the Common Security and Defence Policy and development instruments. I strongly believe matters of defence and security are the competency of established national authorities and no attempt should be made to create, or move towards the creation of, a Common Security and Defence Policy. Therefore, whilst the report contained some progressive elements these failed to mitigate the worst excesses of the report, and therefore, I voted against this report."@en1
