lpv:spoken text	"I was happy to support the discharge for the European Monitoring Centre for Drugs and Drug Addiction. While supporting the discharge, I also note that the Centre must adopt binding rules on whistle-blowers so as to prevent and effectively manage conflicts of interests. I also support The Draft Resolution on the Discharge in respect of the implementation of the budget of the European Union agencies for the financial year 2014 by Derek Vaughan which observes that final budget of the Monitoring Centre for Drugs and Drug Addiction for the financial year 2014 was €15 675 036 representing a decrease of 3.88 % compared to 2013 and that 26% of administrative expenditure was carried over because due to multiannual projects."@en1
