lpv:spoken text	"I welcome this report from my colleague Mr Karim, in particular its emphasis on strengthening national parliaments’ role in the EU legislative process, which is an important tool in improving the quality of legislation. Similarly positive is its emphasis on the need for the Commission to provide serious and detailed feedback when the compliance with subsidiarity of a piece of legislation is questioned by national parliaments. The report’s proposal not only for a subsidiarity check but also a full impact assessment to be undertaken at the conclusion of legislative negotiations is also important to ensure that the final legislation, which we all know can change substantially from the original proposals, complies with subsidiarity and proportionality. Better legislation should be the result of these reforms."@en1
