lpv:spoken text	"In 2015, 1.83 million persons were found attempting to cross the EU’s external borders. 20% of the incoming migrants who arrived by sea were children. It must be acknowledged that the current system for asylum does not alleviate pressure on Member States with EU external borders. Change needs to be implemented in order to facilitate a fairer system which would include shared responsibility, with a central system for allocating asylum applicants. This would include a quota of refugees for each Member State. A binding and mandatory legislative approach is necessary for the relocation of asylum seekers. Currently only a small proportion of 106 000 refugees in Italy and Greece have been relocated. In the event of a returns procedure, migrants should only be returned if their safety would not be at risk."@en1
