"I was happy to support this report. This will help to build a more cohesive single market for breeding in the EU compared with the current situation where legislation is fragmented across a number of directives. In addition to that, this legislation plays a key role in conserving rare breeds and thereby in protecting biodiversity, something which I am very concerned about as there are many endangered breeds of animals in Ireland and Europe. I was very happy that Parliament amended the Commission regulation to lay down zootechnical and genealogical rules for the preservation and improvement of animal breeding as well as rules governing the conservation and improvement of native or endangered breeds. Likewise, I was pleased to note that special provisions for endangered breeds and for the horse-breeding sector were included in the agreed text, along with clear definitions such as ‘breed’ which is essential to bring clarity to breeders and operators yet ensuring competitiveness throughout the EU. Overall the text was proportional and allowed flexibility for Member States to refuse the approval of a further animal-breeding programme."@en1
