"Madam President, the rapporteur correctly identifies the problems facing Europe, but I am concerned that correct diagnosis does not always lead to correct treatment.
I make three points. First, it is important that the EU operate within the budget which was agreed within the MFF and therefore, despite the immediate and pressing nature of many of the problems facing the Union, they should not be used as a reason to call for a bigger budget. Rather, the Commissioner is absolutely right to introduce performance-based budgeting, and would be right to pursue both value for money and European added value.
Secondly, I understand and I do share the rapporteur’s concerns for the levels of youth unemployment. I fully accept that in times of crisis politicians will want to be seen to be responding. After all, who would not wish to see vastly improved employment prospects for young people? But a word of caution: experience has taught us that youth unemployment schemes have generally been strong on intent but disappointing in delivery. The one thing that would help young unemployed people more than anything else is a strong, vibrant and expanding economy.
That brings me to my third point. I do understand that attention is likely to be focused on the immediate crises in agriculture, in security and the refugees. But I do urge colleagues not to lose sight of the fact that it is competitiveness, jobs and growth that is, and must remain, the number one priority for this budget."@en1
