"Madam President, the Commissioner asked what to do about the regulatory gap. I do not think we have a regulatory gap. I was a rapporteur on the Tobacco Products Directive, and many colleagues have referred to that directive here this morning. That directive does provide, as you know, for a track and trace system, which will come into effect in 2019. We have heard from all the colleagues that it is true that the number of cigarettes from Philip Morris has gone down, but the number of illegal cigarettes on the market remains the same. So there is no health gain from this agreement. It is a very strange kind of world in which companies make agreements to help obey the law and to help tackle illicit smuggling. It is also very strange that the companies that are running around the Commission and Parliament are lobbying in favour of this agreement. We ought to be asking ourselves why they want a new agreement.
So I really urge you not to go ahead with this agreement, but to stop in our tracks and to focus on implementing the Tobacco Products Directive with an independent track and trace system, not the one the tobacco companies want."@en1
