"Madam President, first of all I would like to congratulate the Commissioner for doing what she said she would do, namely to introduce a European Accessibility Act. I think it is an important step towards helping to ensure that more products and services are accessible to people with disabilities.
Commissioner, as you said yourself, by 2020 we expect to have 120 million people in the EU with some form of disability. Therefore, not only will this Act make more goods and services accessible to people with disabilities, but it also makes economic sense – more customers, so better for business.
What I find positive about this proposal is the wide range of services: from computers to banking services, from e-books to smartphones, and from television equipment to certain types of transport services. They are all included in this proposal. Equally, as you said yourself, while the technical solutions are not detailed, what is here are the features that the specific goods and services need to have in place in order to be accessible. They are clearly outlined.
I think this type of flexibility is important for manufacturers and businesses but, equally, we need to ensure that accessibility is foreseen at the design stage. We have ratified the UN Convention on the Rights of Persons with Disabilities and, in order for it to be meaningful, accessible products and services are a precondition. Finally, we are fast becoming a digital society and this act can help future-proof social and digital inclusion."@en1
