"Mr President, in the wake of the devastating terrorist atrocities inflicted on the world in recent months and years, I convey my utmost sympathy to all of the victims and to their families. Da’esh is a Frankenstein monster, and Member States must stop bankrolling it. Stopping Da’esh means stopping European banks from accepting revenue from the USD 2 million per day Da’esh gains from its control of oil fields. Member States must act with humanity. They must address the needs of the millions of victims who have become refugees as a result of the terror that they are enduring. Violent extremism has grown in places ravaged by Western militaries, making the world considerably more dangerous. Efforts to de-escalate the situation in Syria and pursue a model of conflict resolution are what we need. Dropping more bombs in Syria is not the solution. The recent conflict in Ireland saw the British state apparatus kill with impunity. The Council of Europe Human Rights Commissioner, Nils Muižnieks, says that there has been virtual impunity for British state actors. Unfortunately, in these debates state-sponsored terrorism is often neglected. Reports from Iraq and Libya – and now Syria – demand that this Parliament end the double standards and condemn all acts of terrorism. As a Member State and signatory of the European Convention of Human Rights, the British Government has failed to deal with its Article 2 obligation: the right to life."@en1
