"Mr President, this report does call for the level of consumer protection to be raised, and of course I commend that. But it only does so within the context of reducing the need for national measures, reducing the ability of national governments to take their own decisions on matters such as this.
It is designed to increase the scope of firms that are covered by EU regulation and by the EIOPA. So I have a problem with it fundamentally for that reason. This is something which would be better done at Member State level than by the European Union. But I have another problem with it, which is that it gives the Commission power to issue delegated acts; it gives it power, effectively, for legislation to be created without it ever coming back through this place. So it will be the unelected Commission, not the elected Parliament, that takes decisions on this in future, which is fundamentally wrong in my view."@en1
