"Mr President, during the campaign for the Lisbon Treaty to be passed by referendum in my country, I campaigned hard for a ‘yes’ vote. One of the planks of the campaign was that the Citizens’ Initiative would bring citizens closer to the European institutions and that they would be able to influence legislation, etc.
Lo and behold, three years on, we have had 51 initiatives, but only three have been acted on! This is obviously not good enough. One of the problems – as explained to us by First Vice—President Timmermans – is that the Treaty does not allow the institutions to act in certain ways. But that is not good enough: it is time that we really looked at this and ensured that, if we have a Citizens’ Initiative system, then before people engage in getting a million signatures they should be told whether their initiative is actually admissible or not.
The same point has been made by my colleague Ms Morvai in relation to the Committee on Petitions – because people build up their hopes, and then they are not able to follow through."@en1
