"Madam President, Mr Schmit on behalf of the Council spoke in very robust and impassioned terms about the long-term unemployed. Much of what he said makes sense: the difficulties with qualifications, skills, older people getting a job and the need for lifelong learning. But I think his portrayal was somewhat one-dimensional: as well as those who want to work there are also those amongst the long-term unemployed who do not want work and others who cannot work. Regarding those who do not want to work – my own Prime Minister Enda Kenny referred to that subject at the EPP meeting in Madrid last week and he said that we have to make work pay because in too many instances people can actually earn more by not working than by working, and that makes no sense. Of course, for those who cannot work, often because of disability or circumstances, we have to look at innovative ways, maybe part-time work etc., to give them the opportunity to get self-worth and self-esteem. I do not think that we should forget those people either among the long-term unemployed."@en1
