"EU macro-regional strategies, based on deeper political and economic cooperation between a specific group of EU Member States and third countries, can provide real added value. British Conservatives felt able to support the Jakovčić report’s positive view of the EU’s third macro-regional strategy for the Adriatic and Ionian region (EUSAIR) today, as a case in point. It provides an overall framework for greater intergovernmental policy coordination and a more effective business environment for companies and investors, and addresses gaps and practical difficulties that currently affect the single market. The EUSAIR will be implemented using the region’s existing EU and national funding and it therefore fits our guiding principles of no new EU funds, no additional EU-level structures and no new EU legislation. Where isolated paragraphs did give cause for concern, our Members made their objections clear through split, roll-called votes: notably on paragraph 23, relating to an integrated European approach to migration and a shift in national asylum policies; paragraph 68, in relation to alarmist language on onshore and offshore oil and gas exploration; and paragraph 84, which contained a proposal to establish a new regional centre for disaster preparedness, the added value of which was not clearly defined."@en1
