"We believe that any vote on the death penalty is a vote on a sensitive and personal issue which is a matter of conscience. Any decision on the place of the death penalty within a state’s penal system is entirely a matter for that individual state, through free and fair consultation with its electorate. We acknowledge, however, that there are some states whose use of the death penalty breaches internationally agreed human rights standards, and we support work to curtail this through appropriate international institutions."@en1
