"Mr President, can I first of all say there is no doubt that EUR 500 million is a lot of money. The problem arises with that amount of money when it gets down to individual Member States, and then when it gets down to the regions of those Member States, and indeed when it gets to those regions and to particular farms in those Member States. That is the point at which farmers are facing pain. In my own constituency of Northern Ireland, we have an exacerbated situation because of the weakness of the euro against the pound sterling and the lack of any move on the intervention price. I fear that by refusing to review the price of intervention, the measures rolled out by the Commission could prove insufficient. How many of our farmers will be out of business, and how long will it be before these long-term measures take effect? There are a number of areas I would like you, Commissioner, to maybe elaborate on. Is there any role for money from the super levy? Is that part of this package? Is it coming in to pay for the package? On aid to private storage, how long do you estimate it will take from withdrawal of the product before it has an impact on the market? Can I say I also welcome the new PSA scheme for cheese, and that unused allocations can be redistributed within three months. It may not be possible, but why not make that two months and make it even speedier? State aid, in my opinion, is something of a misnomer and I fear that all it will do is uneven the playing field – bad enough as it is at the moment within agriculture – and bring more inefficiency into the sector. Advance payments can be a poisoned chalice. What happens if the inspections are inadequate? Will they be given a bye ball? The payment agencies need to know. In Europe, too often the attitude is ‘if in doubt appoint a high-level group’, but again, whatever the merits of the long-term solution, it is a long-term solution like the MMO and other ideas, when what we have is a short-term problem. Can I finish by commending the Commission proposal on the EUR 30 million which will be used to take advantage of displaced refugees in European countries neighbouring war zones. I congratulate the Commission on that particular proposal. Times are hard on the farm and we all have to work together to find a solution."@en1
