"This vote relates to the EU authorising Member States to sign up to new international (non-EU) rules on forced labour. The EU cannot sign these in their own right, and, as it covers aspects of existing EU law, the EU needs to authorise Member States to sign up.
However the UK House of Commons issued a note stating its objection, as it does not agree that the EU has exclusive competence in this area, hence their belief that the EU does not need to ‘authorise’ Member States to do anything.
On the one hand I do not recognise the right of the EU to say what we can and cannot do, but I abstained on this matter because I am vehemently opposed to forced labour. Her Majesty’s Government have indicated that they intend to sign up, by their own right. I support such a decision."@en1
