"At the core of this report is the very noble aim to help prevent armed militias in some of the poorest parts of the world profiting from the commercial extraction of natural resources (in this case, three specific resources). The Commission presented a very sensible proposal that would have implemented a voluntary scheme, establishing a compromise between the aims of increasing transparency but weighed against the backdrop of international competition that is beyond the reach of the EU/international mandate. Unfortunately, the majority in this Parliament have sought to row against this compromise, opting instead for a mandatory, more proscriptive scheme. The effects of this will be quite simple. European—based companies seeking to conduct business with a corporate-social responsibility agenda will lose business to purely profit-minded rivals from around the world without any such restrictions. This will result in the loss of business, and thus jobs, for companies in the EU and, ironically, to an increase in the exact patterns of behaviour that this legislation is aimed at eradicating."@en1
