"Twenty-two thousand lives have been lost in the Mediterranean since 2000. Lives that could have been saved if Europe’s leaders did not choose to bury their heads in the ground rather than provide an adequate response. The UK Government played a leading role in scaling back search-and-rescue operations at EU level, arguing that saving migrants would serve as a pull-factor for migration. I say saving lives is not an issue of encouraging or discouraging migration. It is a moral duty.
Boat arrivals, moreover, are a result of the complex humanitarian crisis in our neighbourhood.
That is why a comprehensive response is required. Measures put forward by the Council last week are not enough. Tackling human trafficking is important, but we cannot ignore the first priority, saving those at sea, nor the need to tackle deeper root causes.
We need a major expansion of the search-and-rescue operations and a clear commitment from the UK and other governments to resettle a meaningful number of refugees. Third, we need to connect the dots between our actions in the fields of foreign and security policy, trade and development to tackle the root causes forcing people to flee their homes in search for a better life."@en1
