"Madam President, I very much welcome the Commission’s proposals of last week and I also welcome the fact that we are moving in relation to the automatic exchange of tax information. I believe European citizens stand united in opposing aggressive tax planning and on making sure that corporates and large businesses pay their fair share.
I do not believe, however, that ordinary EU citizens want a fully harmonised tax code, and I think that this is ultimately a matter for the Member States to decide by way of direct elections in each country. However, we have to take an aggressive position when it comes to large corporates which are using all of the facilities to evade taxation.
Finally, I want to say this: we also need a radical debate in this Parliament and elsewhere, especially in the Commission, about effective tax rates because there are many countries within the European Union which claim to have a tax rate of 30% but effectively have a tax rate of 8%, 9% or 10%. This debate must focus on effective tax rates because that is the important way to shine a light on this entire area."@en1
