"I fully support attempts to unblock the Union process granting authorisation to GMOs for cultivation and import, and can appreciate that dealing with cultivation at Member State level may be the only way forward.
However, the agreement reached by the co-legislators contains, in my view, a number of highly unsatisfactory elements which prevent me from supporting the overall agreement.
The text adopted today will permit Member States to proceed directly to national bans post-Union authorisation, rather than first being required to seek a more legally sound ‘opt-out’ from authorisation, as initially proposed by the Council.
Furthermore, this text will allow for national bans to apply to ‘groups of GMOs’ – rather than being applied on a case-by-case basis – and fails to completely rule out the possibility of Member States citing environmental and public health grounds for national bans.
Both of these elements conflict with the EFSA risk assessment process whereby environmental and public health risks of GMOs are examined on a case-by-case basis prior to Union authorisation being granted. As a matter of principle, I cannot accept a proposal which allows for the scientific assessment of GMOs to be undermined in this way. For this reason I abstained during the vote on the trilogue agreement."@en1
