"This report looks at whether Member States are prepared for the new funding programme. A delayed start was a problem in the funding period 2007-2013. In the event, there was very little time between the adoption of the legislation and the start of the funding period, and therefore little time for the Member States to take into account the conclusions of this report.
I believe strongly in the regional character of cohesion policy and programming and I opposed the rapporteur’s recommendation for a single national operational programme. That approach would have given the UK Government, rather than the Welsh Government, responsibility for the funding programme: shifting power from Wales to London. This would have been very damaging for the Welsh economy. I am grateful to colleagues from the Green/EFA Group who succeeded in amending the report. I voted in favour of the final version."@en1
