lpv:translated text	"Draft Amending Budget No. 6 (DAB No 6) represents a revision of forecasts of different revenues to the EU Budget (VAT, GNI and traditional own resources (TOR) – such as customs duties and different levies – e.g. sugar sector levies) and is ‘crucial to avoid cash shortages that could lead to an implementation deficit in 2013’. In order to avoid Europe’s insolvency and other negative effects for the 2014 budget and the Multiannual Financial Framework (where negotiations are still going on) for the new financial period 2014-2020, I think it is of utmost importance that the European Union provides viable solutions, so that Member States/beneficiaries still receive their resources. It makes no sense to stop the ‘economic engine’ at this moment, because payments that need to be made from DAB 6 refer to projects already implemented, eligible from the financial period 2007-2014. In the end payments will have to be made. Postponing this decisions and payments will only mean more ‘financial resources shortfalls’ next year and uncertainty in next year’s budget and financial and programming period; the EU budget is not allowed to have any debts according to the Treaty."@en1
