"Whilst I can welcome the aim of this report to reduce the number of young people attracted to smoking, I have become concerned by this report’s attempts to classify e-cigarettes as medicinal products. I don’t believe that e-cigarettes encourage young people to take up smoking; instead I am convinced that e-cigarettes actually have enormous potential to improve public health. In fact I, like many of my colleagues, have been contacted by a number of constituents who have confirmed that e-cigarettes have done exactly this for them, by helping them as long-term heavy smokers to stop smoking. I am pleased that the Conservative-backed amendment concerning e-cigarettes has been successful, which benefits the users of e-cigarettes and their manufacturers. Most manufacturers of e-cigarettes are SMEs, many are located in Wales. Trialogue negotiations with the Council now need to reflect this more proportionate approach for our SMEs."@en1
