"Mr President, like everyone else here, I have certainly spent a lot of time looking at the details of this proposal. I took myself back to first principles and the first thing I thought about was stability. The current policy has objectives in place to 2020. The Fuel Quality Directive and the Renewable Energy Directive set in train actions and investments across industry and agriculture in Europe. In order to justify changing these, I would need to be convinced that any adverse effects were of a magnitude and scale necessitating immediate action. Maybe the introduction of indirect land-use change (ILUC) factors could begin to provide this evidence: maybe, but not in the format currently proposed. I do not believe that the International Food Policy Research Institute (IFPRI) model is fit for purpose. The inputs and the outputs are simply not credible. The science behind it is still in its infancy and cannot be used to justify a major policy shift such as this. As an example of the limitations of the approach, I do not believe that we should look at ILUC only as far as biofuels are concerned. What about clothing, where Europeans consume vast amounts of cotton, only to throw garments away as fashions change? I do support measures to increase the proportion of biofuels from advanced technologies but, rather than indulge in the smoke-and-mirrors methodology of multiple counting, I would prefer to see a clear target by 2020. This is the open, transparent and honest way to proceed. In fact, I believe that this one element alone could go a long way towards improving our biofuel mix in Europe. I find the package from the Committee on the Environment, Public Health and Food Safety hopelessly complicated and there is a real danger of producing a piece of regulatory nonsense if we are not careful."@en1
