"I voted in favour of this legislation, which aims to strengthen the EU’s preparedness in the event of a serious cross-border health threat. The rules would apply to an outbreak of an infectious disease, such as the 2009 swine flu pandemic, but have also been extended to cover threats of chemical or environmental origin, for example radiation. This report extends the existing Early Warning and Response System, strengthens the role of the Health Security Committee and calls for greater cooperation with the World Health Organisation. It includes measures to better manage diseases of animal origin and to coordinate vaccine procurement at EU level, which should help to ensure more equal access to vaccines at fairer prices. The UK cannot fight a flu pandemic or nuclear disaster alone and, in today’s world of easy travel, it is impossible to contain infectious diseases within national borders, so this is an area where it is obvious that we can achieve more with the coordinated action at EU level that this report calls for."@en1
