lpv:spoken text	"Madam President, the financial crisis necessitated legislative action. It was needed for customer and investor confidence, needed for the flow of capital into and within the EU – which is critical for economic growth – and needed for EU companies and foreign direct investment, which need confidence in our system. However, incomplete legislation does not give a signal of confidence. It creates uncertainty and will deter companies, individuals and global companies from our markets. We have been working on regulating global derivatives since the G20 conference in Pittsburgh. Although we have completed EMIR level 1, we are a long way off making level 2 work in a global context, and even further away from meeting the trading obligation, which is now buried in the highly politicised MiFID and MiFIR dossiers in Council. If we begin legislation we need to be able to complete it in a timely way. For example, the CSDR file should send a positive message; it should further the single market in post-trade services and standardise key infrastructure and processes in readiness for T2S, a major European project to be launched in 2015. It has unanimous support in the European Parliament and is supported by the industry and investors across the EU, but still seems to be stuck in the Council. We need to make sure we have processes in place for recovery and resolution, not just for our banks but also for all our critical market infrastructure, including the newly enlarged CCPs and CSDs. A perceived lack of progress on key files results in a lack of confidence and a lack of certainty for businesses in a global marketplace, and it certainly results in a lack of confidence from our citizens in our ability to deliver a safer, more efficient financial system for them.
