"It is equality within states and between Member States. If you look at some of the impact there at the moment from various social systems, you can see that there are Member States within which there is a greater equality – both newer and older Member States.
It is as much to do with the systems and the values that you put in place as anything else. Therefore the issue of making sure that you have a level of social security which means that people are not left in poverty becomes absolutely crucial. It is not only about older and newer. There are lessons to be learned from, say, the Czech Republic just as there are from Sweden or Denmark."@en1
