"There is no doubt that Burma is changing. For the past two years, it has been moving towards democratisation, openness and reform. These changes have led to the Council lifting the sanctions originally imposed in 1997 due to the routine and widespread use of forced labour, in clear breach of ILO Convention 29, and also, arising from new ILO conclusions on this issue, to this Commission proposal to reinstate EU trade preferences to Burma. I do believe now is the time to reinstate EU trade preferences to Burma. Burma will be required to maintain and improve its reform process, including in relation to peace talks with ethnic minorities, the release of all remaining political prisoners without delay or conditions, adherence to the rule of law, cooperation with international observers such as the ILO, the elimination of the use of child soldiers and Burma’s joining the Extractive Industries Transparency Initiative. Finally, I would also share the rapporteur’s concern about the unseemly rush by developed countries’ industries into Burma. I want to see proper regulation of their activities as well as strong CSR conditions and a centralised reporting mechanism on CSR activities by firms operating in Burma."@en1
