"Mr President, I would like to say to the Commissioner:
you are not the problem. I do not think the Commission is the problem. You are absolutely committed to achieving this change on behalf of people who – unimaginably – are shut out of the great worlds of Shakespeare, Dostoevsky and Hugo.
All we need is a real commitment from the Council and the Commission. Therefore, Commissioner, will you and the Member States now accept the call of blind people’s organisations to remove – I repeat, remove – from Articles D and E of the draft treaty wording which requires checks on the commercial availability of books in accessible formats to be made as a prerequisite for the cross-border sending of accessible books?
If you will agree to removing that wording, we will get an agreement that serves the needs of the people who are most in need – people who are currently shut out of the great cultures and the great literatures not only of Europe, but the world."@en1
