"Mr President, there are two topics and one headline figure. The topics are energy and tax; the headline figure is EUR 1 trillion. EUR 1 trillion is needed for energy as soon as possible, and EUR 1 trillion has not been collected in tax. It is an enormous figure: bigger than the European budget. Why should this be so? Of course, one of the main reasons was pointed out this morning, namely that it is profitable for companies not to pay tax. They spend money hiring lawyers, but they save a lot more. I think it is time we eliminated the loopholes and made the loophole lawyers redundant, because that is really where all this is coming from. Secondly, we need to look at penalties. If penalties are draconian enough, individuals and companies will think twice before they engage in tax evasion measures. We must try, at European level, to deal with these two issues in particular – eliminate loopholes and increase penalties – and, above all, have a coordinated approach. Mr Karas spoke about solidarity. We certainly need solidarity. We need coordination rather than harmonisation. If we get coordination across the European Union, we can deal with this, and we can get that EUR 1 trillion that we need so badly for energy overnight. That will show citizens that the European Union actually works for them."@en1
