"Mr President, I have every respect for Daniel Caspary, but we need to put some facts on the table here. At the trialogue meeting we had a very difficult negotiation. Parliament’s position was 2016, while the Council’s position was 1 January 2014. It became clear that the Council would not move beyond October 2014. Three groups – the ECR, the EPP and the Liberals – accepted that position and have stuck by it. GUE/NGL and the Greens made it very clear at that meeting that they could not accept the Council’s position and did not support the compromise, and on behalf of my group I accepted the compromise and it was very clear that it was as was stated at the trialogue. Post-trialogue, we indicated to the Council that three groups – the Socialists, the Greens and GUE/NGL – could not initially support the compromise so there was no bad faith or confusion, but we felt that there was a qualified majority in Parliament for the compromise. That remains the position. My own group’s position is still that, if 2016 is defeated, we will vote for the compromise so that there is no bad faith and no threat to the compromise. I think every group has behaved with integrity on this issue."@en1
