"Mr President, on behalf of World Horse Welfare, which is headquartered in Snetterton in my constituency, I can welcome this proposal which builds on the successful declaration we organised this year. For all those for and against who have quoted the scientific evidence tonight, you have not quoted what it says: of 65 000 horses transported long-distance across Europe each year, 94% have at least one acute injury, and 90% show signs of disease. To the Commissioner and those who argue against changing the law: enforcement does need to improve, but this resolution says that it can never be enough if the rules are wrong in the first place. The science we refer to includes the findings of Europe’s Food Standards Agency, which supports a tighter limit, and of the Food and Veterinary Office, which says that capacity in slaughter houses is inconsistent with meeting it. Last Friday in Norfolk, I stood amongst 4 500 postcards to Commissioner President Barroso calling on him to act, and I saw a film of a previously healthy horse transported to Italy that was so exhausted that it could not muster the energy to stand up. I am proud that the World Horse Welfare gives abused and neglected horses a second chance in life; I want to be equally proud that the European Union acts so that there are fewer horses for them to rescue."@en1
