"Mr President, Commissioner, too often the issue of animal transport is hijacked into a simplistic argument that says: every journey of less than eight hours is good for animals, and every one above eight hours is bad. Well I have transported animals for many years; indeed I still have a licence to haul livestock. Believe me that this simplistic notion is completely flawed and is not underpinned by the science.
If you look at the science for horses and poultry, it says quite clearly that animal transport times should be less than eight hours. For cattle, sheep and pigs the greatest stress is caused not by journeys of more than eight hours; rather it is the loading and unloading of animals and the conditions on the vehicle which determine whether there is a genuine welfare problem. Therefore eight-hour limits are not the silver bullet to improve animal welfare.
The Commission report highlights where the real problem lies: it is in the poor enforcement of current legislation. That is the real scandal. Whether it is animal transport, battery hens, sow stalls or tether bans. We make the laws here, then many Member States ignore them. So new laws are not the answer; enforcement of existing laws is the key to improving animal welfare and I hope this Parliament can have a discussion with the Commissioner on how we might actually make that work better
On small local slaughterhouses, I have to agree with my colleague Elisabeth Jeggle. We would all like to see more small local slaughterhouses become a reality, but the reality is that unless we roll back the draconian BSE rules we currently have – made at EU level – that dream will never become a reality."@en1
