"The last text on European security strategy was dated 2008. It should be noted that the situation is no longer the same: there has been upheaval in the Middle East and North Africa (in particular the revolutions in Libya, Tunisia, Egypt and Syria), new players with regional or even global ambitions have emerged on the international scene, and the US’s defence priorities have been refocused on the Asia-Pacific region. There are also local crises in the countries neighbouring the Union, with major regional repercussions: the uncertainties about the transition processes in the Arab countries and their scale, the changes in the Pakistan/Afghanistan area in light of the upcoming withdrawal of NATO’s military forces, and growing terrorist threats in the Sahel, the Horn of Africa and Nigeria. The European Union should be a global political player on the international scene, so as to promote international peace and security, protect its interests in the world and guarantee the security of its own citizens. We have an important role to play as a provider of security services for Member States and their citizens."@en1
