"This joint motion for a resolution, tabled pursuant to Rule 110(2) and (4) of the Rules of Procedure, replacing the motions of the Group of the European People’s Party (Christian Democrats) and the Group of the Alliance of Liberals and Democrats for Europe, concerns the forthcoming World Conference on International Telecommunications (WCIT-2012) of the International Telecommunications Union, to be held in Dubai, United Arab Emirates, from 3 to 14 December 2012, during which the possible expansion of the scope of the International Telecommunication Regulations will be discussed. I hope that the participation of the European Union and Member States in this conference will be properly coordinated – given that only the Member States can negotiate on the proposals presented – so that there are no changes that may harm the EU’s interests or limit the development of the EU
. In Dubai, Europe must speak with one voice and defend freedom of access to the internet, which some countries would like to restrict. I support the review of the International Telecommunication Regulations at WCIT-2012 because this represents a good opportunity to improve cooperation between countries in order to raise levels of economic and social development."@en1
