"I voted in favour of this document because the Hague Convention of 25 October 1980 on the Civil Aspects of International Child Abduction is of great importance, as it establishes a system allowing participating states to cooperate in order to find a solution to international child abductions, by determining which courts are competent and which law is applicable when deciding where the child should reside. The Convention also provides for the speedy return of abducted children to their proper country of residence. The Convention only applies between countries which have ratified or acceded to it. The accession of new states must be accepted by those states which are already members in order for the Convention to apply between them. The European Union has already exercised its internal competence in the field of international child abductions, in particular by means of Council Regulation (EC) No 2201/2003 concerning jurisdiction and the recognition and enforcement of judgments in matrimonial matters and matters of parental responsibility. The Council should proceed immediately with the procedure for the adoption of the aforementioned proposed decisions. To that end, it should consult Parliament on the eight proposed decisions. In the interest of European citizens who would benefit from the adoption of those decisions, it should refrain from impeding the proper functioning of the European Union on spurious legal grounds."@en1
