"Mr President, Kazakhstan is one of the largest countries of the region. It is a country with huge resources of raw materials. It is an important partner for the European Union as a whole and for individual Member States of the Union. I should like to draw attention to the huge economic progress made by Kazakhstan over the last 20 years. I have visited Kazakhstan seven times, and am well acquainted with it. I believe the country’s progress is worthy of note.
Issues concerning human rights must of course be taken into account. These are important matters and the European Parliament is duty bound to monitor them. We can be quite sure that neither the Council nor the Commission are going to do so on our behalf. I should point out, however, that Kazakhstan currently has many formal economic and political agreements with Russia. It would be worth encouraging closer links between Kazakhstan and Brussels, so that the former does not remain exclusively in the Russian sphere of political and economic influence."@en1
