"Mr President, I am rather sceptical regarding what one might term shortcuts towards developing a Common Security and Defence Policy. This is because I perceive this as a sort of ritual that is somewhat removed from reality. In recent years we have had to cope with a situation in which the key Member States of the Union adopted differing positions on every vital foreign policy issue. Indeed their positions were often diametrically opposed to each other. This is also true today, which is why I expressed my scepticism by voting against this report. It seems to me that we do not currently need appeals, slogans and mottos concerning a common foreign policy. I am more favourably inclined towards consideration of a common defence policy."@en1
