"The SIS (Schengen Information System) is the most important instrument for the security of the Schengen Area. The SIS II (the second generation SIS) makes it possible to add new data, new types of indication and new functions which can increase security and lead to a more intelligent use of information through interconnected alerts. The migration of SIS 1+ to SIS II is governed by two legal instruments: Council Regulation 1104/2008 in the former first pillar and Council Decision 2008/839/JHA in the former third pillar. This Commission proposal seeks to recast the two legal acts in one, thereby reflecting the abolition of the pillars. The Council suggested dividing the original proposal into two parts, one in which the United Kingdom and Ireland are taking part, in order to reflect their particular positions. This is what has been put to the vote. The importance of the Schengen Information System to the security of European citizens and the need for this migration to proceed with the utmost caution and care in terms of respecting people’s rights can never be overstressed."@en1
