lpv:translated text	"I am pleased that, thanks to the support of the European Parliament, the Council has agreed to release EUR 670 million to support the reconstruction efforts in the region of Emilia-Romagna in Italy, which was hit by a series of earthquakes in May 2012. The adoption of this report is like an initial victory in the battle between Parliament and the Member States over the 2013 budget. Parliament’s approval is subject to a solution being found for a number of European programmes (European Agricultural Fund for Rural Development, research programme, Erasmus) whose payments have stopped. I would point out that a number of local authorities that receive Structural Funds will only be reimbursed if the Member States reach an agreement quickly."@en1
