"The Resale Right Directive was designed to achieve two objectives: ensuring that authors of graphic and plastic works of art share in the economic success of their creations, and harmonising the application of the resale right in the EU. It was only transposed in full at the beginning of this year and it is worth noting that some third countries, such as China and the US, have decided to adopt similar standards on the resale right. The report highlights the upward trend in art market turnover, not just in Europe, but in China particularly, which accounts for 41.4 % of the world market. This demonstrates that the resale right does not seem to have had a negative impact on the art market. I agree with the rapporteur in calling on the Commission to strengthen the European art market’s position and to address problems such as the ‘snowball effect’ arising from the current legislation."@en1
