The proposal we are voting on today consists of a regulation restricting the general public’s access to specific substances that could be misused as explosives precursors. Although I tend to favour legislative frameworks that do not restrict individual freedom, I think that, in some circumstances, protecting overall security calls for some restriction on that freedom. That is the case here, where protecting citizens against terrorism suggests that restrictions should be imposed on the marketing and use of products that could be used to make explosives."@en1
