"Madam President, this proposal for a regulation aims to simplify the current legal framework and to establish new administrative and technical requirements for the type-approval of new L-category vehicles, of which there are currently around 30 million in Europe. Until now, the 2002 Framework Directive and 14 other directives referring to it set out the requirements in a rather convoluted legislative framework that is happily being replaced by a consolidated text. A refined vehicle categorisation achieved by introducing more appropriate subcategories, more severe emission limits, the mandatory introduction of anti-lock brake systems on some types of vehicle and the automatic headlight-on system to improve the visibility of L-vehicles are just some of the innovations to be introduced thanks to this report. The benefits to be gained in terms of safety, environmental protection and improved functioning of the internal market are beyond doubt and because of this I voted in favour."@en1
